Do my vendors have to sign up to PlannedBy?

No, and they never pay. A vendor opens the link you send, types the access word, and sees their own column of the run sheet. There is no account and no app.

What happens when I change a time on the wedding run sheet?

Every copy moves. There is one plan and a series of filtered views onto it, so no vendor is working from a downloaded version of the day that is getting older.

Can I print or export my wedding run sheet?

Yes. Run sheets, documents, floor plans and guest reports all export to PDF, and you can email a single document to one person without sending them everything else.

Do I need to install anything to use PlannedBy?

No. It runs in a browser, on a phone or on a laptop.

No. They get a link, and if it asks, they type a one-word code. Then they see what you've shared with them. Only the person running the wedding has an account.
